This is a so-called 'poll', where people can pick their favorite option, in order for it to 'win' in the poll. You cast your vote and bring the chosen position up by '1' point. While some polls are informative and serve as source of gathering various information, this one is more of a fun-based theme.
And you're only partially correct, stating that only 'admins answered here', as the total number of votes is 19. That means that 19 people have voted, while only 3 of them, which happens to be a part of the admin crew, actually answered the poll with posting a message. Still, you can say that just by voting, you do answer the poll.
So whether 3 or 19 people have answered the poll, is a matter of different point of view, or perhaps even a philosophical question.
